The Master Plan was developed through an extensive public process including workshops, the use of a collaborative website, and an online preference survey. The Master Plan proposes series of “activity terraces” that provide a graceful transition from Downtown Winslow to the harbor. *Sandy developed the plan while employed by the City of Bainbridge and retained EDAW to assist with graphic documentation and the EIS.
