The EBURD Plan addresses regeneration strategies for a newly created tax increment district. The district encompass an aging industrial area located between downtown Billings, MT and the the Yellowstone River. The plan proposes a series of sustainable strategies addressing land use policies, urban design guidance, and projects intended to incrementally transform the district. Several new zoning districts supported by parking and development code amendments are also proposed.
