This forward-looking Master Plan defines a Vision that will guide future investments in infrastructure, place-making, and people. The plan supports a more robust business climate for national and local businesses and even micro enterprises and entrepreneurial programs with a social mission. The Vision respects the heritage of South Billings and reveals opportunities that can be realized through investments in programs, projects, partnerships, planning, and—most importantly—people. The recommendations recognize that education, empowerment, and preservation of culture and the environment are as essential as streets, utilities, and public services to maintaining quality of life, sustaining a healthy community, and supporting a durable economy.
